I am not sure about the heat pump, not many of them over this way. That might change the equation. But, generally electric is by far the most expensive, followed by propane (which varies considerably in cost depending upon how much you use), then fuel oil, with natural gas being the cheapest for those that have it available.

I would say that propane is a better solution to electric, but if you can switch to Natural Gas, that would be the best option.
