Is title insurance paid by the buyer or seller at a settlement?

It is negotiable. It is paid at settlement. In Texas, typically seller pays for title and buyer pays for a survey. But often seller is paying 3-4% toward closing costs so seller is often paying for it out of the sale proceeds. That is how the market is these days.

Generally it is the owners responsibility that that the seller pay for the owner's title committment.

Title Insurance is paid by the Buyer. It's covering their property and if there's a mortgage there's a second policy covering the lender. This is a one time fee and the policy is good for the entire time the property is owned by the buyer. Sellers should be prepared to let the Buyer's closing attorney or Abstract company know who their Title Insurance is with. Having the sme company re-issue a policy can save the buyer 50% or more on the cost of a policy. Title Insurance is based on the purchase price of the home.
