A seller does not have to complete an unfinished basement in order to sell the home. Unless you specify that you will complete it, your listing agent will make it clear that the basement is "unfinished". The buyer may ask you to finish some things as part of their offer to purchase but that would be part of the negotiation and you can choose not to complete anything. If there are any problems with the basement, such as water intrusion or mold, those things should be corrected or disclosed on the NC Property Disclosure form.
