I would never suggest my buyers rely on any inspections of the property to be paid by the seller. If the seller pays, they are hiring their own contractors and the inspection might be biased.
When taking the suggestions from real estate agents, please note that they have various standards and practices which may/may not be germane to the local area.

That said; anything is negotiable.
If the buyer was cash-strapped, they could offer a little more, and ask the Sellers to pick up the Closing Costs and Inspections; not unheard of.
The "catch" to this would be that the Sellers would then own the Inspections.
