In an ideal situation, the seller should pay for all of that. It is their waste, after all, and it's something you need to be aware of before you buy a new home. If they don't, though (I'm not sure what the legal requirements are in your area), it is important that you still get it done. You will want to know what kind of shape this system is in, and it would be nice to come in with a clean slate.

I think that the seller should usually pay for this. It depends on the contract though. It is a good idea for the buyer and seller to discuss this and see what they think is fair. http://www.islandercesspoolny.com

The Sales Agreements we use in the Portland Metro clearly outlines who pays for what. It is not a negotiable item here in the Portland Metro area. Our contract states in part: "Item #15 Professional Inspections: At Buyer's expense . . ."

I would never suggest my buyers rely on any inspections of the property to be paid by the seller. If the seller pays, they are hiring their own contractors and the inspection might be biased.

It is a negotiable item. You can ask the seller to pay for it, you can pay for it as the buyer OR you can split it.

Since you are selling in the Salem area, our local real estate culture is that the seller pays to pump the tank since it is their stuff in there and the buyer pays to inspect the tank. Anything is negotiable though.

Usually, the Buyer pays for any and all Inspections:
That said; anything is negotiable.
If the buyer was cash-strapped, they could offer a little more, and ask the Sellers to pick up the Closing Costs and Inspections; not unheard of.
The "catch" to this would be that the Sellers would then own the Inspections.
