The house is worth 89,000 and the remaining loan is 30,000. I want to sell it to him just for the remaining loan. Can I sell my house for any amount i want even if it is below the value?

Is your divorce in progress? Is it final? Have you asked your lawyer about this?
One option might be for you to sign a Quit Claim Deed, if his name is still on the house.
