Just browsing this morning and in reading your questions and the answers shared, I think what might clarify things for you is you as the buyer can hire a Realtor to represent your interest in the purchase of any property whether it be for sale by owner or listed with a Realtor. This will protect your interests and many times even if you are paying the Realtor's commission or a buyers agency fee, it will still save you money in the long run. The brokerage fee or commission can be negotiated as a part of the actual purchase so it doesn't necessarily mean it comes directly out of your pocket but can be a part of your financing package. Is this property for sale with a Realtor, or is it a For Sale By Owner? If it's a For Sale By Owner I would ask how they arrived at their price, why they are moving, and for a property condition disclosure form to be filled out. If it's for sale with a Realtor you won't be able to find out why they are moving (unless they were given permission to tell) and the disclosure will already be filled out. If the property is not on acreage than you probably won't need a survey other than the one that the title company will already be ordering. Several of the questions you have are answered in the purchase contract that the state has, have you had an chance to look one over? If you would like I can give you the website address to the forms on the internet so that you could review them.
