How many CO dectors are required in a home? Are they only required near the sleeping areas? Also, Interior railing requirements?

The railing is from the main level to the 2nd floor. Only banister is currently present which runs half way up the stors and is open to the adjacent living room.

That's interesting that it's 10' in Minnesota. It's 15' in Illinois.

You will find your answer in a brochure provided by the state of MN.. I tried to copy it here, but if you email me, lizfuller@thebrdigerealty.com, I will send pdf to you. It is a handy way to tell buyers and sellers about this requirement. Liz, 612-986-4105

The law states that 1 detector be installed within 10 feet of all bedrooms in the home. This may mean that some homes will require more than 1 detector if the there are multiple sleeping areas throughout the building.

As for the handrail question I think you will get different answers from different people. Assuming the home is in Hastings, I'd suggest calling the building safety department at City Hall.
