To answer your second question, if a foreclosed home is listed in the MLS as a bank owned property, the transaction will function similar to a normal 'as-is' transaction and you could expect a closing within 30-60 days. There are a few additional contract addendums to sign but the overall inspection process usually does not change from a 'normal' as-is transaction.
A true foreclosre (one purchased through a sheriff sale, not through a realtor) is a completely different process all together. I would be happy to discuss in more detail at any time.

As foreclosed homes are sold 'as is' with no guarantee of condition, make sure you have it professionally inspected. Your agent will be able to give you a list of recommended inspectors. And remember to buy title insurance for both you and the bank.
