In theory, the answer is yes, as it is also for FHA, assuming the dwelling meets their guidelines, i.e. permanent foundation, taxed as real estate, and not as chattel. However, finding lenders who offer those loans is often the problem. Ask a good Realtor to refer you to a lender who offers Mfg. lending, and they'll let you know if the property qualifies.
Good luck!
