I agree with your first two answers regarding county taxes. City taxes are often negotiable. For example, it is often common in Redondo Beach for both buyer and seller to equally share that city tax. Some cities, like Torrance, have no city tax.

Depends on the offer, it's negotiable but I always ask seller to pay and get it for buyers.

Are you under contract? If so, you can refer to your purchase agreement to see what was negotiated and who is responsible to pay.

Everything is negotiable, however typically seller will pay city and county transfer fees and taxes.

Each city have their own transfer fee for example city of Los Angeles charges: $4.50 per $1,000.00

Los Angeles county transfer Tax is $1.10 per $1,0000
