then would you get the appraisal fee back at closing?
That is at the buyer's expense since the buyer's lender is ordering the appraisal. But the home buying process has evolved. Since the only good closing is when both the buyer & seller are happy, then if closing the property comes down the cost of the appraisal, I would ask my client (buyer or seller) if this is the hill they want to die on. No one wants a deal to go south over a few hundred dollars.

You can ask the seller to pay for the appraisal, and the seller can deny that request.
Some sellers won't agree to any concessions, and most of them are crying about how long it's taking to sell their properties. Truly motivated sellers will work with you, and the rest will kick your tires.

Yes, buyers always pay for Appraisels. But as a agent, we should know that the same as we can negotiate the purchase price, we can also negotiate the appraisal fee too. Keeping clients with their maximum benefits is one of the main duty agents have. All agents need to consider is whether it is legal, whether it is possible. Agent should not think whether it is reasonable. All contracts are created by will. Whatever with or without any reason, the oppositing party can sign the purchase agreement that is all we need.
Remember, ALTA is required by lender but payed by borrower. It is decided by bargain power not by any reason.
