when are real estate negotiations closed?

If I, as a buyer, submit an offer before the seller signs the contract should it still be shown to the seller?

Yes it should still be shown to a seller, ALWAYS! However if the Seller is in the middle of negotiation with another buyer the seller will usually honer the negotiated deal before moving to a new buyer.

Unless the seller has specifically advised the listing agent to not submit additional offers, the listing agent should submit any an all offers received.

They are closed according to the date specified in the contract. All offers should be submitted to the seller and they can choose to respond accordingly.
