I would get a third party involved. Seek legal advice and let your advisor review the lease.

There really is no "responsibility" of the landlord to pay any of the utilities. That is all part of the lease and can be negotiated. Just don't get too discouraged if the landlord does not want to pay. They will usually only pay for trash, and sometimes water (depending on how many in your family).

That should be negotiated with the lease. The more the landlord pays should equate to higher rent.
