Just visit the area and the complex in different times of the day. Look around :cleanliness and maintenance (residents and property management co) and listen: residents or nearby activities-train,highway etc. that's should be enough.

The best way to learn about a neighborhood is to visit at several different times during the day/week. Do your homework, talk to the people who live in the town house community.
