what is the deck railing height regulation in Mass?

All decks greater than 30" above grade are required to have a railing height of 36" minimum.

This code pertains to new construction, but I still recommend the upgrade (when I see low deck railings) simply as a child safety feature.

if building a new deck that attaches to an old deck but 12" higher an other end is a pool. for my railing hieght do i go off the old deck or off the new one. it says has to be 48" from flooring. on the outside of the railing away from the pool. then my locking mech has to be 54" again from the outside of the pool deck. do i measure from new decking for all this or from the old deck because its a step up. only has to be 36" from the new deck or 48"

780 CMR 5312 GUARDS
5312.1 Guards Required. Porches, balconies or
raised floor surfaces located more than 30 inches
(762 mm) above the floor or grade below shall have
guards not less than 36 inches (914 mm) in height.
Open sides of stairs with a total rise of more than 30
inches (762 mm) above the floor or grade below
shall have guards not less than 34 inches (864 mm)
in height measured vertically from the nosing of the
treads.
Porches and decks which are enclosed with insect
screening shall be provided with guards where the
walking surface is located more than 30 inches (762
mm) above the floor or grade below.

In Rockford, IL when are you required to put a railing on a deck? The base of the deck I am building will be any where from 12" to 20" off the landscaping.

I am a Realtor and licensed general contractor in Massachusetts. As a general contractor I suggest getting information from the State Building Code 780 CMR, then a call to your local building department for any clarification. In this case 780 CMR 5312 GUARDS

5312.1 Guards Required. Porches, balconies or

The best thing you can do is to install railings that are good enough prevent anyone from toppling over, especially small children who have lesser control of their balance. You can check with http://www.bclumberstore.com regarding height regulations in your place as well as the proper railing materials to use.

As Heidi pointed out, municipalities can have stricter requirements than the state building code.

Be sure to check out the other requirements such as baluster spacing (so little heads don't get caught between the rails,) etc.

Thumper, Every town also goes specific building codes. For Framingham go to http://www.townofframingham.org and you get the regulations for that specific town.
