what happen to years of backtaxies on a resale bid?

In most cases the seller will pay to have these cleaned up.
It really depends on a lot of things, but in most cases you will want to buy a property with a clean title and that means that back taxes and HOA fees and any other liens like mortgage, IRS, etc are cleared when you close.

A title company will require any back taxes be paid for by the Seller out of their proceeds before they will close a transaction. Please let me know if you have any other questions. Thank you.

Most likely, those taxes will show up as title exceptions, like any lien, and will have to be paid off at closing.
