Typically it means that it is not new construction. You'll often find the term used in neighborhoods or condominium complexes in which there is still ongoing construction. The term re-sale will be used to differentiate a previously built and occupied home from one of the new construction properties.

A resale simply means that the home is not new construction. In the current climate, it is also being used to differentiate a home that is being sold by people who have probably owned it for a few years from homes that are being sold as foreclosures or short sales.
