It depends on the area of New Port Richey. I live in New Port Richey on the east side of US Highway 19 which is not flood prone while those homes on the west side of US Highway 19 are and my home insurance is reasonable.
One option is to call some insurance companies to get a quote.
One of these companies is Community Insurance in New Port Richey. Call 727-849-7564 and ask for Linda or Christine. They are very helpful.
