It sounds like you are looking for an owner financed piece of property.

You also mentioned looking for less than one acre.

Not that these are not possible, my suggestion is that you find a agent to work with you as it is not just a matter of putting down $3,000 and buying a price of land.

Does the land have public sewer hook-up or septic system?
Is septic up to current code requirement? and can it be brought to code?
Is the land part of the endangered species habitat?

Just a few things to consider...

Do you want to obtain a loan to purchase the property or are you wanting owner financing ... Best to contact an agent in the Bastrop County Area. There is no cost just to look?
