I agree with Steve and Sam. There are so many variables that you need to take into consideration. You need to see if there are other potential buyers interested, what is the sellers motivation? Unfortunately there is no straight forward answer...

Steve is right on - in the majority of cases, buyers are offering less than the listing price. In some cases, though, a property is listed at an unusually low price and generates multiple offers right away. Talk to your agent about what's appropriate for each individual house.

FIRST ANSWER

It depends, are there other interested buyers in the home? how long has the property been on the market? How long possibly since the last price drop?? If the answers are no, I would recomment to offer less!! If some of the answers are yes then again as I started it depends. I have helped buyers purchase property $40-50,000 under what the asking price was and also advised that the buyer pay full price.
