If you don't mind getting an awesome deal, then I would look for BANK OWNED PROPERTIES.
I have sold homes in Scottsdale that are like brand new that were foreclosures.
Many were bought as vacation homes where the people stayed a few months out of the year.

I think the first place you should check out, should be an Exclusive Buyer's Agent's office (or as many as it takes until you find the right agent for you) because if you visit a model home office without a Realtor, then you will not be able to use a Realtor for that builder. You will be on your own, which is not a good idea. Check out the real estate term called "procurring cause." After all, the builder/seller thinks it's important to have an agent represent them. So, why wouldn't you, especially if it may not cost you any additional money to have an Exclusive Buyer's Agent represent you?

The new homes in Scottsdale are mostly above $700k range, but you can find many existing homes only few years old and in great locations. You can also find new homes in South East Valley about 30 minutes from Scottsdale. Some nice communities to visit might be DC Ranch, Windgate Ranch, Trevisio. There are lots of smaller custom builders in Scottsdale that may not have models to view.
But as others have said, you will get a better deal on a home that is a few years old. Try searching for homes built after 2006 and see what a great opportunity these can be.
