Depending on what side of Dripping Springs your are looking to move to you can expect about a 30 min drive to Austin or New Braunfels. The traffic can be a factor as well. The farther out of Austin you look the price do come down.
I have been working with a few builders down in the area and they are always running different specials. It really depends on what weekend you show up and if they are trying to unload a home that is on the ground already.

I live in North Central San Antonio and most frequently my commute to Austin is about an hour and a half. I made it all the way to Round Rock (north side of Austin) recently in an hour and 10 minutes, but it was late at night and we had no traffic. The Austin traffic is really the worst,and as in all cities it depends on the time of day and the day of the week that you are commuting. We have just completed work on some of our freeway problems and it seems to be helping. There are usually work arounds and if you know back roads, you can get around some of the commuting problems.
On the builder question, many are offering incentives on existing inventory homes. Please give us a call or an email. We would love to help you find a North San Antonio or New Braunfels area home.

There will never an easy answer. I am to recommend that (1) you first get a map out then mark out your husband's training locations; (2) use the middle point of the two locations and circle out an area on the map that would show a reasonable commute time for your husband because driving through downtown San Antonio can be a nightmare; and (3) identify the best school district in the circled area. After you have identified an area, then you can take a closer look at the available properties.
From what you have said, I do not believe Austin or even South Austin would work because there is quite a distance to New Braunfels, and much more so to South San Antonio.
