releasing funds for purchase to seller .

as a buyer, if some of the repairs werent made properly as directed in the contract and in the list for repairs, and the walk through has not been made, does the buyer have the authority to advise the escrow co. not to release funds to seller till this has taken place?

Yes...I would suggest having your agent and the listing agent present and go through the repairs together in order to fully communicate what is not measuring up to your written agreement.

The first attempt should be getting what you contracted for - I would only with hold funds as a last option.

That whould depend upon the contract or agreement that you entered into with the seller. Your authority is, or should be in writing. You can't make it up as you go along. Who decided that the repairs are not "proper"? Do the repairs meet workmanship standards in the industry? Are the repairs completely laid out in the purchase agreement with specifics of completion? This is difficult to asecertain without reveiwing the purchase agreement.
