If a neighbor can't offer information, here's how you do it: Go to the Westmoreland County website. Look the property up using the GIS tab, using a known property owner nearby. Once you know the owner's name and the property's tax ID number, go back to eServices. There should be a current address there. If this is a vacant home and there isn't a current address, you will need to do a skip trace. Sometimes, you can track people down on Whitepages or Facebook. If not, you'll need to do a professional skip trace.
