Your best bet is to go directly to the Tax Assesors Office and ask to look at the Map Book or Plat Plan. They should have most of the information available. From that office, you should go to the building dept to research whether or not there is any discussion of or any permits on file for anticapted future construction. If there is nothing on record with them, they will be able to tell you who the owner is, and it may behoove you to contact them directly and re-direct all of your questions to them.
