Be alert for such things as: broken windows, unkempt lawns, for rent signs, trash in gutter, beer cans, graffiti, people just standing around like they are waiting for a bus but not at the bus stop, cars up on blocks, trash cans tipped over at the curb days after trash pickup.
Also watch for:kids playing in wading pools, lemonade stands, tended flowerbeds, tidy homes, neighbors talking in the yard, kids on bikes, ...
Decide if this is where you would like to raise your family. Or not.

I would contact the local police department and see what they think, ask them how many and what type of calls they get in that neighborhood. I would also drive around the area during different times of the day and different days of the week and feel the place out.
