how to proceed on a lis pendens house?

i have found a home that a lis pendens filed on. It is vacant and has not been listed anytime in the last year. the owners built the home and I believe used the land (4.2 acers) as collateral for the construction loan. should i proceed to see about purchaing the home? who do i contact? and what steps are next?
