I've seen as many as 20 homes on a shared well. As I understand, it is based on well output and the shared well agreement. Most common is 4 homes per well, yet it is not set in stone. A good well digger can better advise you on this subject as many variables come into consideration.

I thought it an interesting question, so I went to the Arizona Dept. of Water Resources website and found the following quote in their FAQ's: "ADWR does not have legal or regulatory authority over well share agreements. Resolution of disputes rests with the parties themselves and/or the courts."
If they don't have legal authority over well share agreements, then they would probably not regulate the number of well shares. However, I would recommend you contact them directly with your questions at http://www.azwater.gov. I've also included the link for the FAQ's for quick access:

Since you're from Scottsdale, I am assuming you might be referring to the Rio Verde Foothills area, where the most I've seen on one well is four shares.

city planning is closed for me to verify for you tonight but I do believe it is 4 homes share a well. That is what I have typically seen on shared well properties. I would confirm with the city in which you are making your plan to assure your information.
