I am a lender and that is what I use to look up property taxes when calculating payments. Once we are under contract we order title work which will include tax certificates that outline the annual property taxes.

This should be your worst case scenario for what your next year tax burden will be. You can always protest your tax assessment if higher than your purchase price by taking your purchase contract down to your local appraisal district and show them the price you paid. That's the best defense you could have, an actual market price versus an appraised value.
Example. Purchase Price of $200,000 x local tax rate of 2.50% = $5,000 annual ($416/monthly if escrowed)

DCAD has the appraised value of the property and the current taxes, but payments are made at DallasCounty.org website. By looking up the property you can find the amount due.
If you're looking for hypothetical taxes on a property you would be buying, then you are better off asking for some help from a Realtor. Please understand that tax bills are just an aggregation of bills from several overlapping taxing authorities, such as city, county, hospital, and school districts. There can be several.
Often the school is paid separately from the others, but some locations have all the taxes on a single bill, and sometimes there are three bills total paid to separate locations.
Each taxing entity has its own tax rates and exemptions. If you're entitled to an exemption, such as homestead or over-65, your taxes will be lower. Each year the assessed value can change, as well as the budgets for the various taxing entities. Also your exemption status can change.
Some specialized software is offered free of charge via Tarrant's appraisal district that Dallas supports with a data file. From that combination you can pretty accurately determine hypothetical taxes for numerous places in the county.
