how can land be valued?

i want to know how can land be valued in order to provide management information for decision making

Desirability and utility are probably two very important considerations when determining value. Determining a suitable use that coincides with the physical characteristics of the land will help greatly.

60 acres adjacent to a railroad may have increased value because of its location and potential utility possibly connected to the railway.

It's a bit involved. You have to first figure out "best use", meaning what can you build on the land to create the most value. Then you would figure out what that would be worth and subtract the improvement/building cost. Or you can hire an appraiser.

Land is valued by location, utilities available on or nearby property. Access to this properly (dirt road or paved) Is is Residential or Commercial?

I'm not sure what you are asking. Are you trying to put a value of vacant land?
