how can i present an offer to a home that is bank owned( foreclosure) that is not listed yet?

A Bank's obligation with respect to foreclosure of residential properties is to list their properties on the open market. Your best option will be calling a Real estate Agent that can help you .

There is often a sign on the door (small sign) with a name to contact for information. This is usually a realtor who has not officially listed the property as yet.

Contact the local tax assessor to see who owns the property (which bank has bought it back). Then contact the bank. You may also find information about the lender-owner in the achives of the newspaper, along with information about the foreclosure auction sale, etc. which may give you a person to contact for more information.

Call a local real estate agent for assistance. They may be able to determine who is "in charge" and assist you in this matter.

Unfortunately, you can't. The bank would be violating the law if tthey didn't list the home on the open market.

The banks are under mandate to get BPO's, Appraisals and to list it on the open market. They have a responsibilty to their share holders to recoup as much as they can. Typically they have to have it listed for 3 days before accepting offers.

It is not easy.
Research the owner online at the approprate Registry Of Deeds.
Find the REO dept of the owner.
Try and get to a decision maker or at least a department that can ge to a decision maker.
Follow their instrictions.
