does cement siding / asbestos siding affect the value of a property?

Asbestos will cause a problem at some point when the house needs to be torn down. Until then it should not be a problem really. It will hurt the value, to some degree, because buyers don't understand it and so they fear it and will shy away because they have heard bad "things", sort of like how people incorrectly think a modular house is inferior to a stick built one.

Any item is only worth what a buyer is willing to pay for it. We don't know very much about the buyers in your area and what they are looking for when it comes to siding. I would talk to some real estate agents and ask what they have seen buyers become attracted to. Then you will have your answer. http://www.homesteadroofing.com/siding.html

The condition of the siding is more the issue. Asbestos siding in good condition can last a very long time. It also take paint very well so you are not stuck with an existing color if it does not please you.

You could use that in negotiations, but unless there is a repair item for it that came up during the inspection it is safe. The Navy used asbestos to lag pipes. It is expensive because they have to get a "wet crew" to remove it.
It is best to avoid any exposed asbestos. If you must be around damaged asbestos siding, make sure to wear a protective face mask that is approved for asbestos use.
It may be possible to encapsulate asbestos siding behind a layer of new siding, thereby preventing asbestos from becoming airborne.
Generally speaking, asbestos siding is safe to be around provided that it has not been damaged, and has not begun to decay due to age. Removing the material can cost thousands of dollars, as asbestos removal specialists must act in accordance with state and federal asbestos regs

Hi Bm45

You want to go with Fiber Cement siding available from either Home Depot or Lowes.

Avoid asbestos siding.

Of course since you are in New Jersey, once you remove the Original siding you may want to
Put new insulation unless of course you are putting the new siding on top of present exterior.

Asbestos is not harmfull until disturbed. Break it,drill,cut it etc. In some areas where home prices are already down it may be an issue. In my area there are still many homes with asbestos siding and shingles.

The effect should be negligible. It is a good long lasting siding, though now can be expensive to repair. Wear a mask, keep it wet, and do it outside, if you are drilling it. With cement board (the replacement for asbestos), these concerns are less important. I find less paint peeling on asbestos than with wood siding.
