FIRST ANSWER
HUD publishes information at its site http://www.hud.gov/offices/cpd/communitydevelopment/programs… that you should read. While the guidelines are posted, grants are available only when the weighted foreclosure rate and vacancy rate is above a pre-defined threshold.
The areas around Kerrville are all under the threshold.
Tract 9604 has a 9 foreclosure 9 vacancy rating - average
9606 7 7 below average
9601 4 4
9607 5 5
9605 9 9
9603 has a 13 foreclosure and 10 vacancy rating (west of Kerrville surrounding Ingram) but not above threshold
9602 5 5
