Vacant, buildable land in S.F. can be a challenge to find. It sounds like you want to build multi-units which can add to the challenge since one needs to consider zoning.
Bernal Heights does have a few vacant lots which are zoned for building single family homes & there is one lot which may be zoned for 2 units.
