can the seller cleen contaminated soil from the tank oil leek?

Yes the owner can clean whatever the would like but in the end, if the ground is contaminated, there needs to be proper documentation that the ground was cleaned and serviced by a liscensed and insured company therefore come closing time, there is paperwork and documentation stating that all issues where fixed.

Also if you buy a house with an oil tank or you decide to sell your home with an oil tank make sure there is insurance on the oil tank. The insurance should also be transferable.

Yes! A contaminated site can be cleaned up - but the soil has to be removed and replaced with clean soil.
