As with almost any question involving fees, the answer is to call several and inquire about the service/fee structure.As a property manager and property owner, I know that there are many scenarios and situations that may effect the fee.

Raymond is right that Eminent domain is probably one way. When this is done City would give you there appraised value for the property.

Non-payment of taxes is another way the city could take your property.

Hazard or Safety issues and owner abondament are others.

It would be highly unlikely that city would take your property and give you one dollar without due cause.
