If you live in a subdivision with a home owners association - you will need written permission from the Board and/or the architectural comittee.'

Do this BEFORE you put up the fence. I have seen Boards deny owners the permission to erect al kinds of fences and an iron one is questionable in many HOAs guidelines.

Have your neighbor in mind when when planning this fencing as well. I'm sure you already do, at least in part, since you want to keep your dogs fenced in. Even so, the property may have shared lawns, and you don't to "stake a claim" that causes conflict. Thiago | http://www.odi-tampa.com/aboutus.html

This appears to be a condominium. If so, the Rules and Regulations or the Bylaws and Declaration will provide this answer for you. If it is not addressed there you may ask the association if this is possible. Sometimes associations do not want fencing because the landscaper would have to work around such an obstruction.
