I would bet that that the Loan Officer made the committment and then sent to Underwriting.....

How do they say; "a Verbal Offer is not worth the paper it's preinted on".

In order to submit an offer on a property the listing agent is going to want to see a pre-approval letter from the lender on their letterhead. Before you decide on a lender, I would suggest you get a Good Faith Estimate from them before you make the decision on who you will be using for your purchase. I would be very cautious based on what you have explained. If you need any help or assistance, I would be more than happy to help.

No....they can't. This makes no sense to me. If nothing is in writing, then it doesn't exist.
