If the buyer is not in the US, there might be increased costs associated with communication and paperwork. However I would expect that the buyer would bear those costs.
I would recommend using a title company to complete the transaction. They can take care of all the necessary paperwork and most will have experience dealing with foreign nationals.

Yes anyone from another country can buy a home. They usually have to pay cash although there are a few lenders who will lend to Canadians but the down is about 30%.
