Unless you are a cash buyer, may I recommend contacting a lender in regards a mortgage loan pre-approval.
With a pre-approval letter in hand you can start your shopping for homes - real estate agents and sellers will take you much more seriously when they see you have your mortgage funding in place.

I certainly understand your concerns as I am also a young woman with a dog. There are many great areas near the beach and downtown. Knowing your budget would help determine which would be best for your daughter and her dogs. If you are planning to rent, it may be a challenge getting a landlord to allow two large dogs but it's certainly not impossible.
