You're listed as a real estate pro in Waco. Why don't you tell us? Is it your listing or are you helping the buyer? Are condos popular in Waco? I'm surprised that there are condos? How many students live off campus? Would it rent to students or faculty or staff? What are the HOA fees? What is current rent? Those are some of the questions I would have when determining if $67,000 is a good price? What do the comps show?

You need to locate a local realtor to comp that property prior to submitting an offer you will need to be pre approved for a loan. Without seeing the property and not knowing the particulars it could be a GREAT buy or such a disaster for improvements.
