One of the reasons could be that even though this home is has a Westport address the schools and taxes are Norwalk. The other reason could be that it's on a busy intersection .

Typically they are over priced or the seller has a sentimental tie to the home. Check with a local realtor. Have him or her do a market analysis. If you are interested in the home make your best offer and see how it plays out. Many times if it's not sentimental the seller will accept a lower offer. I can't stress to you enough that you will also want to have your own inspection of the property done by a professional inspector. The best money you will ever spend. If the problem is structural or physical you don't want to buy those.
