Why are 2009 taxes higher on some homes when their assessed value is down about 33 percent? I'm new to the area.

FIRST ANSWER

The local governments still need to meet budget requirements. If assessed values are down, then they may have to adjust tax rates higher to make up the shortfall. The other option is to cut budgets, but that can only be taken so far without too much disruption to local services.
