The taxes are the taxes. If a 21 mill is too high, consider buying in a community with a 17 mill rate.
It is always interesting to note the gross taxes at 17 mill will be higher.
Take care to understand the number you are looking at as well as any exemptions for which you may qualify.

Hard to say when you haven't named a particular property. If it is waterfront property in Tarpon Springs, then property values are higher due to location. Are the current taxes on a homestead property or not? As a Floridian you probably know that a non-homestead property has a 10% cap vs. a 3% on homestead. Are you comparing this to Fort Myers- and if so are you looking at homes in the same price range?
