The Developer has their own internal Sales Force and are contracted to pay a commission (let's say 6%) for the sale of any of their units. The Sales Force will then entice a Buyer's Agent to bring Clients to the table and split the commission (3%/3%). However, they may even sweeten the pot and provide a higher commission (4%) for a Buyer's Agent to entice us to really sell their product.
Rarely, if ever, will a Developer NOT pay the Buyer's Agent commission.
