As for better resale value, I'm not sure what's meant by that. Both properties have perceived value which are priced by the market, both today and at resale. In order to be a better value at resale, you would just need to underprice the home relative to the comparables.
If you're looking for long-term returns on your investments, that's a simpler matter, since you're better able to get a finally distressed/discounted home at Communication Hill.
If you're looking for rental returns, both offer below average cash flow rates for the south Bay.

If you google the sites you should be able to find out what people are saying including owners. Here is a trulia site that asking the same questions about Modern Ice. Communication Hill depending on what you are looking for will have several different layouts. Some with lower HOA than another. Parking is sort of similar situation. Look into schools, crime rate etc. Perhaps you can find an agent to work with in your search~

I agree with Teri Velios. I have clients who live in the Communication Hill Area and they love it. The area by 101 and Oakland Ave/13th Street is convenient for people who work near downtown San Jose, however the area near Communication Hill is a much nicer place to live.
I would expect for both potential for appreciation and ease of rentability I would go with the area near Communication Hill.
