The question is... what would make something the "best"? Most of Harlem is family friendly, and depending on your budget you can find beautiful apartments throughout- potentially more luxury for your money than anywhere else in the city. There are two Columbia University campuses in the area, on in Morningside heights (W110-125) and the other in the 160's. East Harlem is down about 30% in price and a hot area. The far North, around Inwood is beautiful. The area just above central park is very nice... you're right by both Morningside and Central parks! I used to live there. It's a convenient walk to several subway lines and a bit more "green" feeling than other parts of Manhattan. But it really depends on your needs, and what location is most convenient for you.

That's a good question; the area above central park is called CPN (central park north). It really all depends on your budget, that's first and foremost. It's like anything, location, location, location. West Harlem is a great area as well, not to mention the east side. It all depends if you're looking for new development, a resell. Depends on your criteria for what makes an area 'the best'. The area you describe is one of the more expensive areas which may tell you it is more in demand. But I am certain there are those who love the other areas more.
