The question is... what would make something the "best"? Most of Harlem is family friendly, and depending on your budget you can find beautiful apartments throughout- potentially more luxury for your money than anywhere else in the city. There are two Columbia University campuses in the area, on in Morningside heights (W110-125) and the other in the 160's. East Harlem is down about 30% in price and a hot area. The far North, around Inwood is beautiful. The area just above central park is very nice... you're right by both Morningside and Central parks! I used to live there. It's a convenient walk to several subway lines and a bit more "green" feeling than other parts of Manhattan. But it really depends on your needs, and what location is most convenient for you.
