Please go to http://www.hud.gov. You can find a list of all HUD approved counseling agencies there. If you go to the agencies' web sites, you can pick out those that have online counseling courses, then find out if they have fees attached to them or not. Any agency on not on this list can not give a certificate acceptable to Hud or Lenders for Illinois mortgage loans. Another option (if you care to try it) is telephone counseling, which you can ask the agencies about too.
Finally, unless this is for a loan and you absolutely have to have the certificate, you could educate yourself by going to http://www.hud.gov, http://www.fanniemae.com and/or http://www.freddiemac.com and reading the homebuyer education sections there.
