Special Tax Abated properties are available throughout various neighborhoods of Philadelphia.
Keep in mind that not only new construction but many fully gutted and rehabbed properties have also received abatements in the past 7 years, so there are many properties available with current benefits of low taxes.

Also the abatement is transferable.
For Example We resold a home that was 3 years into the 10 year tax abatement and the remaining 7 years went to the New Buyer.

There is not a particular area that has the tax abatement specifically.
It is available on new construction or full rehabs anywhere in the city.
What happens is that the taxes are based on the property before the work is done and is locked into that valuation for 10 years.
After year 10, the taxes go to market.
