When doing a title search, policy and examination is the buyer supposed to select the title agent or does the?

When doing a title search, policy and examination is the buyer supposed to select the title agent or does the seller select the title agent? I was under the impression as a buyer, that you would not want to seller to select the title agent. Wouldn't this pose a conflict of interest? Is this true? If a seller is adamant about using a specific title company, is that a red flag? Also, who pays for the title search? Shouldn't it be the buyer?

It is usually the buyer that selects the title company as well as the location of the closing. The buyer is also responsible for the ccosts associated with title search & title insurance.
